The ILO and Employers

Employers' organizations play an important role in helping society to set the conditions necessary to achieve employment and living standards objectives, because they express the needs of enterprises in a way that no other agency, or even individuals amongst their own membership, could. Employers' organizations help to enhance enterprise success by influencing the environment in which they do business, and by providing services that improve their individual performance.

As one of the three constituents of the ILO, employers' organisations have a special relationship with the Organisation. The ILO's Bureau for Employers' Activities is responsible for the nurturing and development of that relationship. The Bureau maintains close contacts with employers' organizations in all the member States of the ILO, and provides support to them in all their relations with the ILO. It also works in close rapport with the International Organization of Employers, which groups the vast majority of national employers' organizations around the world and serves as the secretariat for employers in ILO bodies and meetings. The Bureau operates from ILO headquarters in Geneva and through a network of employers' organisation specialists in the ILO's multi-disciplinary advisory teams around the world. Its tasks are to make the resources of the ILO available to employers' organisations, and to keep the ILO constantly aware of their views, concerns and priorities. It promotes international cooperation amongst employers' organisations, and runs a programme of activities around the world. The Bureau is available, through national employers' organisations , as a gateway through which employers can gain access to the ILO's knowledge base, including some of the best information available on human resources development, industrial relations and a host of other employment and labour market-related subjects.

The Bureau also runs a programme of technical cooperation which provides development assistance to employers' organisations in developing countries and countries in transition to a market economy. This work is mostly done through projects financed by the development assistance funds of donor countries. The Bureau's network of contacts with employers' organizations all over the world provides it with a rich and diverse source of knowledge and experience that it brings into play in this context.
