On the 28th of September 2009 the ILO convened a closing seminar of the Project “Consolidating the legal and institutional foundations of social dialogue in Ukraine”
The Project which was implemented by the ILO and funded by the German government from 2006-2009 focused on the following areas:
• Promoting labour law reform (preparation of the draft Labour Code and Social Dialogue Law) compliant to EU and international standards;
• Assisting in establishing an effective institutional framework for social dialogue.
The participants in the workshop representing the Ukrainian government, the organizations of employers and trade unions as well as representatives of academia, international organizations, the Embassies of Germany, the United States of America, and France, discussed the main results of the project based on the findings of an independent evaluation. » more
ILO for more effective labour dispute settlement in Bosnia and Herzegovina and in Serbia
The ILO will organize two training sessions on 5-6 May in Sarajevo, and on 7-8 May in Banja Luka, Bosnia and Herzegovina to improve the mediation and conciliation skills of local mediators and arbitrators in amicable labour disputes settlement.
Similar training sessions will be held for officials of the Agency for Peaceful Settlement of Labour Disputes in Serbia on 11-12 and 13-14 May 2009 in Belgrade.
The purpose of amicable labour dispute settlement is to avoid strikes and to prevent long and costly legal procedures. “Alternative dispute resolution is both cost and time effective, and creates sustainable relationships between trade unions and employers, thus helping maintain industrial peace,” said Ms Cristina Mihes, ILO Specialist on Social Dialogue.
Peaceful settlement means extra-judicial alternative options for dispute resolution, namely conciliation, mediation and arbitration. All three alternatives involve the intervention of a third party, and only the degree of this intervention differentiates one from the other. In Ireland the number of strikes dropped from 192 to 6 from 1984-2007 thanks to the introduction of these amicable techniques.
The objective of the training is to improve the mediation and conciliation skills of the participants through role plays and other techniques. The training will be conducted by John Agnew and Brendan Cunningham, members of the Irish Labour Relations Commission. The training is part of the project entitled “Consolidating the legal and institutional foundations of social dialogue in the countries of Western Balkans and Moldova” financed by the Austrian Development Agency.
The ILO-SRO Budapest, in collaboration with the Ministry of Labour, Social Affairs and Equal Opportunities of Albania, organized the Fourth Tripartite National Labour Conference on “Addressing the problem of informal economy in the construction sector through social dialogue in Albania” on 23 September 2008 in Durresi, Albania , as a follow up to the Conference held in 2007 on informality and undeclared work in the Albanian economy.
The informal economy is widespread in Albania. It is of a great concern for the government, employers' and workers' organisations as well as the priority of the new Decent Work Country Programme (DWCP) 2008 – 2010 for Albania. The experience of several European countries shows that through social dialogue the government and social partners can work together to build an effective strategy to address this problem. » more

Bulgaria: helping businesses to enter the formal economy
GENEVA (ILO Online) - In 2003, a new regulation was introduced in Bulgaria, whereby it became compulsory for employers to register all labour contracts. In addition, as many employers and enterprises are unaware about the new regulations, there is a strong need now to inform them on how to conform with the new system. The ILO's Bureau for Employers' Activities (ACT/EMP) supports the Bulgarian Industrial Association (BIA) - the largest Bulgarian employers' organization, to help companies moving from informality to formality. ILO on line spoke with Henrik Moller and Jean-Marie Standaert, both from ACT/EMP, who assist BIA in making this happen. |
